Egypt is set to announce its comprehensive plan for rebuilding Gaza at the upcoming Arab Summit in Cairo. The plan, which Egyptian officials describe as practical and achievable, comes after 16 months of war that have left the Palestinian enclave in ruins.

Egyptian Foreign Minister Badr Abdelatty emphasized that the reconstruction efforts would not require the displacement of any Palestinians, countering recent controversial proposals that suggest relocating Gaza’s population. He made these remarks after meeting with Palestinian Prime Minister Mohammad Mustafa, days before the summit where Egypt will formally present its initiative.

Abdelatty stated that Egypt’s approach to rebuilding Gaza is rooted in realistic, short-term timeframes that can be implemented efficiently. “The only guarantee to break the cycle of violence and assaults is to provide a political horizon and give hope to the Palestinian people,” he said. He stressed that the long-term goal remains the establishment of an independent Palestinian state within its full national borders.

While specific details of Egypt’s plan are expected to be outlined at the summit, sources indicate that it will focus on rebuilding critical infrastructure, including homes, hospitals, and schools, while also addressing urgent humanitarian needs. Egypt, which has historically played a key role in mediating between Israel and Palestine, is positioning itself as a leading force in stabilizing and reconstructing Gaza.

Palestinian Prime Minister Mohammad Mustafa welcomed Egypt’s efforts, calling the plan a crucial step toward reuniting Gaza and the West Bank under a single Palestinian authority. “We will work on uniting organizations, whether services, administrative, or security, to form one state with one system, one law, and also one weapon,” he said. Mustafa expressed hope that with support from Arab nations, these efforts would gain momentum at the summit.

Egypt’s initiative stands in stark contrast to a recent proposal from U.S. President Donald Trump, who suggested forcibly relocating Gaza’s two million residents and redeveloping the territory as a luxury property project. Trump described his vision as turning Gaza into the “Riviera of the Middle East” but indicated that Palestinians would not be allowed to return after reconstruction.

The proposal has sparked global condemnation, with critics arguing that it violates international law and disregards Palestinian rights. Many Arab nations, including Egypt, have rejected Trump’s idea, reinforcing the importance of a reconstruction plan that preserves Palestinian sovereignty.

Regional and International Reactions

The upcoming Arab Summit is expected to bring together regional leaders to discuss Egypt’s plan, alongside broader issues concerning Palestine. With the war in Gaza causing immense humanitarian devastation, there is growing urgency to implement a realistic recovery strategy.

Egypt’s role as a mediator and its control over the Rafah border crossing make it a crucial player in Gaza’s future. The country has already facilitated humanitarian aid deliveries and ceasefire negotiations, and its reconstruction proposal is seen as a natural extension of these efforts.

As the summit approaches, all eyes are on Cairo to see whether Arab nations will rally behind Egypt’s plan and push for its implementation as a viable alternative to displacement and further conflict.
