Equatorial Guinea is reeling from a major scandal involving Baltasar Ebang Engonga, the Director General of the National Financial Investigation Agency (ANIF), who was arrested after authorities discovered over 400 explicit videos allegedly featuring wives of high-ranking officials, including prominent public figures and relatives of President Teodoro Obiang Nguema Mbasogo

Among those implicated are the sister of the President, the wife of the Director General of Police, and the spouses of several government ministers. This revelation has sent shockwaves through the country, sparking widespread outrage and intense scrutiny from the media.

The scandal unfolded during an unrelated investigation into fraud allegations against Engonga, 54, when authorities stumbled upon the explicit material in CDs during searches of his home and office. Known locally as “Bello,” Engonga’s videos reportedly depict encounters in various locations, including his office, with some recordings even showing the national flag in the background. Though the encounters were reportedly consensual, their exposure and online leak have sparked significant backlash and raised questions about ethical violations within the government.

Local publication Ahora EG described the scandal as unprecedented in the country’s history, calling it a “flagrant violation” of ethical standards by a senior official. The revelations have thrown Engonga’s position into the national spotlight, with implications reaching across the upper echelons of Equatorial Guinea’s government.

Attorney General Nzang Nguema weighed in on the case, noting that consensual adult relationships are not illegal under the country’s laws. However, he expressed concern over potential public health risks and emphasized the government’s commitment to a safe environment for reporting any cases of non-consensual incidents. He highlighted the possibility of sexually transmitted diseases linked to Engonga’s alleged actions, underscoring the need for urgent government response and intervention.

Meanwhile, additional information has surfaced that intensifies the scandal further. Investigators discovered over 400 videos stored on Engonga’s computer, depicting him in romantic encounters with multiple partners, including his brother’s wife, a cousin, and even a close relative of the President. The recordings reportedly took place in various locations, such as his office, hotels, and restrooms, with all interactions described as consensual.

The leaked footage has sparked widespread debate on social media, with public reactions ranging from outrage to questions about the ethical implications of Engonga’s behavior in his role as a public official. Social media in Equatorial Guinea has been flooded with commentary, with some users condemning Engonga’s behavior and others calling for greater transparency from government officials regarding ethical standards in public office.

In light of the scandal, the government has enacted strict measures to curb similar incidents in the future. A suspension was placed on any officials involved in sexual activity within ministry offices, reinforcing a “zero tolerance” policy on conduct that compromises public trust and office integrity. Vice President Teodoro Nguema Obiang Mangue issued a strong rebuke on social media, stressing that “ethics and respect are fundamental in our administration” and committing to uphold professionalism and integrity in the nation’s public service.

Equatorial Guinea’s Attorney General’s Office, led by Anatolio Nzang Nguema, has initiated an inquiry into the circumstances surrounding the leak. Authorities are also investigating whether Engonga may have posed potential health risks through his actions. “If proven, he could face charges for endangering public health,” a spokesperson confirmed.

In response to growing public outrage, Vice President Teodoro Nguema also reinforced on X (formerly Twitter) that government offices are for official business only. He announced the implementation of stricter policies to ensure that misconduct is met with disciplinary action, including possible termination for those found guilty. Engonga, a married man with six children, has seen his reputation sharply questioned as a result.

The scandal has raised broader questions about ethics and accountability within the government. Officials have expressed their determination to prevent similar breaches of trust and to reinforce a respectful workplace culture. As the investigation continues, Equatorial Guinea’s leadership faces heightened pressure to enforce ethical standards and restore public confidence in its institutions.

This case has not only brought public awareness to the actions of a high-ranking official but has also highlighted the need for structural reforms within government offices. Equatorial Guinea’s government is now tasked with demonstrating its commitment to ethical leadership and accountability, ensuring such incidents do not recur.

The Attorney General Nzang Nguema also mentioned the critical need for additional checks on government officials’ conduct and suggested that official policies be reinforced to promote integrity. He confirmed that authorities are examining how Engonga’s position within ANIF could have been misused to engage in actions contrary to public service ethics. Nzang Nguema has called for more comprehensive government oversight measures to maintain the separation of personal and professional lives among officials.

As Engonga’s scandal unfolds, public opinion appears deeply divided. While some Equatoguineans view it as an isolated case of personal misconduct, others see it as symptomatic of deeper issues within the government’s structure, calling for urgent reforms to prevent future breaches of trust. Online, Equatoguinean citizens have voiced opinions ranging from disgust to concern over potential structural and ethical weaknesses in the nation’s leadership.

Equatorial Guinea’s Attorney General emphasized that strict protocols are already being reinforced across various government offices, underlining the necessity of compliance with administrative ethics. These new measures come as authorities emphasize that ministries must prioritize their administrative responsibilities to the country’s development, banning any use of official premises for private conduct.

In a bid to protect public trust and maintain discipline, Equatorial Guinea’s leadership has reiterated the importance of ethical standards in public office, with strict controls already in place to prevent misuse of official spaces for personal matters. By reinforcing zero tolerance policies within government ministries, authorities hope to demonstrate accountability and preserve public confidence in the nation’s institutions.
