PUTIN APPOINTS SWAHILI-SPEAKING DIPLOMAT AS RUSSIA’S AMBASSADOR TO KENYA

Russian President Vladimir Putin has appointed Vsevolod Tkachenko, a highly experienced diplomat with over four decades in the field, as Russia’s new ambassador to Kenya. This appointment is seen as a strategic move by Moscow, signaling its renewed interest in strengthening relations with Kenya, a significant African nation that also hosts the United Nations’ only headquarters in the southern hemisphere.

Tkachenko’s appointment is particularly notable due to his fluency in Kiswahili, one of the official languages of Kenya and Tanzania, and widely spoken across the Great Lakes region. His linguistic skills, combined with his deep understanding of East African culture and politics, are expected to significantly bolster Russia’s diplomatic engagement with the region.

Initially, Tkachenko was announced as Russia’s new envoy to Ethiopia and the African Union, according to an earlier report by Russian state media in June. However, a new dispatch released on Tuesday confirms that his role has been expanded to include serving as Russia’s ambassador to Kenya and as Russia’s permanent representative to the UN in Nairobi. This move highlights the importance Moscow places on its diplomatic presence in East Africa.

Tkachenko succeeds Dmitry Maksimychev, who has served as Russia’s ambassador to Kenya since 2018. Maksimychev’s tenure saw Russia navigating a complex international landscape, and Tkachenko is expected to continue this work, focusing on deepening bilateral ties and exploring new areas of cooperation between Russia and Kenya.

Before his latest appointment, Tkachenko served as the director of the Russian Foreign Ministry’s Africa Department, a role he has held since 2020. His career in diplomacy began in East Africa during the 1980s, with postings in Kampala, Uganda, and Harare, Zimbabwe. A graduate of the prestigious Moscow State Institute of International Relations, Tkachenko’s extensive experience and familiarity with African affairs make him a well-suited choice for this critical role.

This appointment comes at a time when Moscow is actively seeking to renew and strengthen its ties with African nations. Russia’s diplomatic push in Africa has become more pronounced as it faces increasing isolation from Western nations, led by the United States, following its controversial invasion of Ukraine in February 2022. 

The invasion drew widespread condemnation from the international community, including Kenya. Initially, Kenya took a firm stance against Russia’s actions but later shifted its approach, advocating for peaceful conflict resolution and supporting the African Union’s mediation efforts, which ultimately did not succeed.

In a related development, Kenya has appointed Dr. Peter Mathuki as its new ambassador to Moscow. Dr. Mathuki, who previously served as the Secretary-General of the East African Community (EAC), has faced controversy during his tenure, including allegations of corruption related to the misappropriation of a $6.6 million peace fund. Despite the criticism and threats of impeachment from the East African Legislative Assembly (EALA), Mathuki was never formally removed from office.

Nevertheless, he became the first EAC Secretary-General to be recalled by his government before the end of his five-year term.

The simultaneous appointments of Tkachenko and Mathuki mark a significant moment in Russia-Kenya relations, as both nations explore opportunities for deeper collaboration.
