SADC INITIATES PHASED WITHDRAWAL OF TROOPS FROM DEMOCRATIC REPUBLIC OF CONGO

The Southern African Development Community (SADC) has announced the termination of its military mission in the Democratic Republic of Congo (DRC), initiating a phased withdrawal of its forces. This decision was reached during a recent summit of the 16-member bloc, reflecting a strategic shift in addressing the protracted conflict in the eastern regions of the DRC.

In December 2023, SADC deployed troops under the Southern African Development Community Mission in the Democratic Republic of Congo (SAMIDRC) to support the Congolese army against various rebel factions destabilizing the eastern provinces. The mission aimed to curb the insurgencies that had displaced over 6.38 million people and led to significant humanitarian crises.

Throughout its deployment, SAMIDRC faced substantial challenges, including difficult terrain and a complex web of armed groups. The mission suffered notable casualties, with at least a dozen personnel lost since January 2025, highlighting the mission’s perilous environment.

The M23 rebel group, allegedly backed by Rwanda, has intensified its activities, capturing significant territories in eastern DRC, including strategic cities such as Goma and Bukavu. These offensives have exacerbated the humanitarian situation, with mass prison escapes contributing to heightened insecurity.

In parallel with SADC’s decision, Angola has announced forthcoming peace talks between the DRC government and the M23 rebels, signaling a potential shift towards diplomatic resolutions. This development comes amid strained relations between the DRC and Rwanda, with accusations of Rwandan support for the M23 rebels further complicating the regional security landscape.

The phased withdrawal of SADC forces raises concerns about the DRC’s capacity to manage and stabilize the eastern regions independently. The absence of regional military support may create a security vacuum, potentially emboldening rebel groups and undermining ongoing peace efforts. The international community’s role in supporting the DRC through diplomatic, economic, and humanitarian assistance becomes increasingly critical in this context.
