In a move that has shocked the global aid community, 56 senior officials at the U.S. Agency for International Development (USAID) were placed on administrative leave on Monday. The decision comes amid an ongoing investigation into allegations that these officials attempted to undermine executive orders issued by President Donald Trump. 

The suspensions, along with widespread layoffs of contractors, have raised serious questions about the future of U.S. foreign aid and its impact on global humanitarian efforts.

The move follows President Trump’s sweeping executive order last week that imposed a 90-day freeze on most U.S. foreign assistance distributed through the State Department. This abrupt halt has left thousands of U.S.-funded humanitarian, development, and security programs worldwide in limbo, with organizations scrambling to cope. 

Aid agencies have been forced to lay off hundreds of employees due to the lack of funding, and vital programs, ranging from providing clean water to displaced populations in Sudan to monitoring global health threats like bird flu, are at risk of shutting down entirely.

An internal notice from USAID’s newly appointed acting administrator, Jason Gray, confirmed that the suspensions were linked to alleged efforts to bypass the President’s directives. “Several actions within USAID appear to be designed to circumvent the President’s Executive Orders and the mandate from the American people,” Gray stated. 

He added that the suspended employees, many of whom are seasoned professionals with decades of bipartisan service, will remain on administrative leave with full pay and benefits pending further analysis.

Secretary of State Marco Rubio has granted exemptions only to emergency food programs and military aid for Israel and Egypt.
