In a case that has sparked widespread outrage among human rights activists in Pakistan, police have arrested three suspects for allegedly gang-raping a 25-year-old woman in an empty compartment of a moving train.

“A ticket checker lured the 25-year-old mother of two children to an empty compartment last week, and three men raped her,” Railways Police Chief Faisal Shahkar said.

“When the incident was brought to light on Monday, police arrested two suspects, and a third was apprehended on Tuesday,” Shahkar added.

The incident sparked outrage among human rights organizations, activists, and the general public, with many calling for harsh punishment for the perpetrators.

In an editorial published on Wednesday, Dawn, a prominent Pakistani newspaper, called the incident “a heinous crime” and questioned why proper security arrangements were not put in place on the train.

“Another horrific incident of sexual violence has come to light, demonstrating how a sloppy approach to security can embolden criminally inclined men to indulge their worst instincts.” “The safety of women is a barometer of a nation’s values,” the editorial stated.

Pakistan’s parliament passed a new anti-rape law last year that allows courts to order chemical castration of offenders in some cases, but little has changed since then.

The new law was enacted in response to the gang rape of a Pakistani-French mother on a highway in the eastern city of Lahore in front of her children.

More than 14,000 women have been raped in Pakistan – nearly 11 a day – in the past four years, according to official data, but fewer than three percent of the offenders were convicted.
